It is well known to all that the village Panchayats are the basic units of local self government which consist of public representives called Panches and Sarpanches representing the wards and Halqa Panchayats respectively. The Panchayati Raj system is as old as the democratic system and has undergone tremendous changes since inception. And with the passage of time, the need and importance of village Panchayats has also increased.
Hitherto, the Panches and Sarpanches used to work like subordinates of the concerned BDOs and VLWs, but now the situation has totally changed. As per latest amendment in the Panchayati Raj Act, the concerned Sarpanches have been conferred with the financial powers and they are no more the subordinates of the concerned authorities of the rural development department. Besides, more than thirty departments have been brought under the direct control of Panchayats. Accordingly, the duties, responsibilities and powers of Panches and Sarpanches have increased many folds which in turn calls for well educated and experienced persons to be elected as Panches and Sarpanche. Though there is no prescribed educational qualification for the post of Panches and Sarpanches,yet it is the duty of village electorate to apply their minds in electing the most suitable persons. In this context it is suggested that the candidates with the following quantities should be elected as Panches and Sarpanches:
* They should be well matured and educated.
* They should have good reputation in the society
* They should be knowingly honest, dedicated and experienced in social work.
* They should have knowledge about all the departments concerned with rural development.
* They should be able to understand the needs and problems of the people and be also ready for the solution of the same.
* They should not be communal or corrupt
The list given above is not exhaustive and there are many more things to be borne in mind while casting the votes for a candidate. However, after elections, the Gram Sabhas would be having more powers in controlling the operations of the village Panchayats like that the state legislative assembly.
