Garbage disposal major problem

JAMMU: Apart from some common problems existing in all the Wards of Jammu Municipal Corporation (JMC), the main problem people of Ward Number-18 daily face is that of garbage disposal as there is no place for that in the Ward.

Bansi Lal–a shopkeeper in the area said, while some people are good enough to walk some distance to throw their garbage at a dumping spot a little outside their houses, others are in the bad habit of throwing it into drains or anywhere in the streets after properly checking that no one is watching them.
A housewife, Bimla finds the problem of stray dogs as a grave threat to the safety of children.
“When my children leave for their schools in morning they daily find herds of dogs in the streets. The scared children either prefer to change the street or ask me to accompany them,” she maintained.
Bishan is a senior citizen and he finds it difficult to walk through the streets in evening hours as there is no street light near his house.
“In the absence of street lights anti-social elements may accomplish their nefarious designs,” he said adding that media reports also say that snatching cases are on rise in the city.
Still more people informed that problems of sanitation and cleanliness are also acquiring prominence as the Safai Karamcharis posted in the Ward works as per their wish.
After the recently held Urban Local Bodies elections the people are expecting solutions to their problems related to cleanliness, stray dogs etc.
Many people pin hopes on the newly elected Corporator, Dinesh Gupta of this Ward.
In an interview with EXCELSIOR, Gupta talked about his plans to improve his Ward and get it developed on the modern lines.
“I am already working to solve the problems of my Ward on priority so that the people of my Ward may heave a sigh of relief,” he said.
“Whatever will remain under my powers, I assure to do that to the best,” he said adding that he will always remain open to suggestions and advices for the betterment of his Ward.
On the issue of stray dogs, he also said that these canines can’t be killed as per the law of the land but still something will be done in this regard.
About the problem of garbage disposal he said that door-to-door garbage collection programme will soon be started as the idea of dustbins is not proper because no one wants to have it outside his home.
“JMC has vehicles for door-to-door garbage collection but the same are limited in number while the number of Wards in Jammu city has increased from 71 to 75,” he said adding that presently there is only one such vehicle available for three Wards while the requirement is one vehicle per ward for the effective garbage disposal.
Referring to his previous tenure as a Corporator he mentioned that in the year 2005, a proposal for garbage disposal plant was formulated but unfortunately there was no headway to that and now this problem has taken the shape of a menace in entire Jammu.
On the use of poly-bags, he requested the public to deliberately stop using these as these have more hazardous than benefits.
“We will also appeal to the Government to stop manufacture and import of poly-bags,” Gupta said adding that for Smart City Project, Jammu needs to be a poly-bags free zone.
When asked that JMC Corporators lack foresightedness and are confined to issues of lanes-drains and cleanliness, he replied, “After 1980 it was in 2005 when the elections for Corporations were held and in this long gap the public had forgotten the concept of Corporations. So much was not done in this sector while vital sectors like public health, education, electricity etc also use to come under the execution of Corporations like many other States.”
Recalling his last tenure, Gupta said that many resolutions were passed by them but the same were not paid any heed in Civil Secretariat.
“Anyhow, the 74th Amendment has taken place in J&K Constitution. Now, the Corporations will get their funds directly from the Centre and there will no wait for the nod by secretariat,” he said.
Gupta runs a shop near his house and his wife Sangita Gupta is a housewife who came to limelight in 2008 Amarnath land agitation wherein she led many protests. Gupta has two sons Ritesh and Rajat. While Ritesh works in aviation sector, Rajat is a Mechanical Engineer. An elderly mother is also at their home to shower her blessings on the family.
This is the second tenure for Gupta as a Corporator from this Ward after he defeated Kanta Bhan of Congress by a margin of 695 votes. Gupta polled 1919 votes against 1224 bagged by Bhan
