JAMMU, Dec 18: BJP State vice president and MLC, Girdhari Lal Raina (Ajay Bharti) has demanded instituting an Empowered Commission of Enquiry to look into the targeted killings and encroachment of immovable property of minority Hindus and Sikhs in Kashmir Valley.
In a letter to Union Home Minister, Rajnath Singh, Raina turned his attention to his previous meeting with Union Home Minister in this regard.
The letter said that the Commission should look into the whole issue of targeted killings of minority Hindus and Sikhs in Valley in 1989-90 and onwards and their subsequent mass exodus. Further the Commission must have authority to reopen prosecution cases against self proclaimed killers who are roaming freely in Kashmir. There is an effort going on to undermine the victimization of the displaced community, the letter added.
It said the Enquiry Commission must put records straight to stop any attempt to erase official records.
It said the Commission must also be asked to investigate all cases of encroachments of left over properties of displaced Pandits in Kashmir Valley including the property of shrines, temples and cremation grounds. It said although the necessary orders have been issued by different courts in this regard, still the possession has not been handed over to concerned owners.
The letter said that over the last 25 years, illegal sale of the land belonging to temples,
shrines and endowments has been resorted to by some unscrupulous elements in league with the local Government officials and the Government should annual these sales and remove all the encroachments.
The letter also said that the concerned deputy commissioners designated as custodians of migrants’ property through the Act of 1997 have failed to discharge their duty and responsibility.
It further said that initiating such steps would induce confidence in migrants who were forced to leave the Valley on gun point by terrorist and their harbourers.
