JAMMU, Jan 6: In its resolute of educating the masses about their rights and the constitutional guarantee accorded to them, the Jammu and Kashmir Reserved Categories Empowerment Alliance (JKRCEA) organized one day seminar on the theme “Have We Failed the Constitution”, here today.
The state level seminar was inaugurated by the chief guest BR Dogra, Retd Chief Engineer alongwith Dr Sanjay Bhasin, President JKRCEA, Pawan Bhagat, Chairman, Bhagat Mahasabha and Prof GL Thappa, President SC/ST Retired Employees Forum and Prof Kali Dass from AIBCU.
Dr Zabeer Ahmed, General Secretary, JKRCEA while welcoming the delegates at the seminar enumerated the achievements of JKRCEA and the future objectives identified for the social welfare sector.
On the occasion, the four constitutional experts delivered their talks on different subjects while as the intellectuals, social activists, women and students drawn from whole of J&K attended the event.
Advocate Dalip Bangotra spoke on the topic, “Constitutional rights of SC, ST and OBC”, while Rameshwar Kumar dealt with, “Gain and Losses from Political reservation, should it be reviewed?”.
Another Speaker Mohika Bhavouria made presentation on, “Constitutional rights of Women” whileas HR Phonsa spoke on “Have we failed the Constitution?”.
Dr Sanjay Bhasin, President, JKRCEA in his concluding remarks touched upon the various critical issues and challenges confronting the safety and security of SC, ST and OBC communities. He opined for framing the policies and strategies for effective development of the marginalized communities, strategies for effective intervention on social challenges faced by the marginalized and disadvantaged communities, need of review of the legal procedure for making it more effective against atrocities on the marginalized and disadvantaged communities, ways and means for collaboration among employees, non-employees, academicians, professionals, socio-religious and social activists from amongst SC, ST and OBC in mitigating atrocities against SC, ST and OBC.
Later on the valedictory function, BR Dogra gave mementos to Er Gagan Jyoti, Er Fareed Ahmad Choudhary and Er Nasib Singh, newly elevated Chief Engineers and Romesh Kumar, President JKRCEA, District Unit Udhampur who retired from Government services.
Among others who spoke on the occasion were Avinash Kajotra, President Youth Wing, Joginder Rai, President Chenab Valley, Romesh Kumar, District President Kathua and Assad Noomani, District President Poonch.
