This has reference to the circle rates of Jammu district which were notified by DC office Jammu in great detail. This notification specifies rates of land, both in rural and urban areas as also the rates of commercial as well as residential properties in the towns and City of Jammu. In the columns, specifying rates in urban areas, the heading mentions rates of land while the columns specify rates of built properties in four different sub heads- with RCC roof, with RBC girdered roof, asbestos sheeted roof and with kuchcha roof. This sub-classification indicates that these rates are of built in houses and not of land; because if rates pertain to land, then roof type should not matter and rate should be one of land whatever is the roof type. And if these are the rates for built in house, then these are very unreasonable rates, because J&K Housing Board has charged higher rates for semi-finished flats than that have been notified in this notification.
