Mismanagement in Edu Department

Sir,
I would like to invite the kind attention of the Governor of Jammu and Kashmir State towards maladministration and mismanagement prevailing in school education department. Let me take up only some of the most important and burning issues causing mental torture and harrassment of the school teachers and students on one hand and unrepairable damage to the society on the other hand.
Firstly, most of the administrative units of the department are not functioning properly leading to suffering of the school teachers. The aggrieved teachers have to run from office to office for redressal of their miner problems like transfer, promotion, seniority list and so on leading to wastage of time, energy and money and adversely affecting teaching learning process.
Secondly, there is ineffency and maladministration at all levels resulting in the suffering of all concerned. Here, I would like to cite the example mismanagement of SSA Project which has caused an irreparable loss to the teachers and students. The concerned authorities could not implement the project properly as per guidelines and consequently the present administration had to wind up the project resulting into a big setback to the educates unemployed youth of the State. Besides, there are many teachers and masters who could not get any benefit of seventh pay commission recommendations for the wrong done by the concerned authorities of education department because of the fact that they have been wrongly posted in the schools covered under the SSA PROJECT. I have come across a school master of education zone Dandesar in district Rajouri who has retired from service on October 31,2018, but the pension case could not be processed till date due to the fact that the concerned authorities were/are totally confused over the matter. Another retired school master told me that she could not get the benefit of stepping up of pay due maladministration of the department.
Thirdly, there is no transparent transfer policy for school teachers. Some teachers remain blessed with favourable postings while others rot in farflung areas. It leads to demotivation of the dedicated teachers.
Fourthly, most of the Government schools in rural areas lack adequate infrastructure including building, furniture, drinking water, electricity and so on. It happens due to dull attitude of the concerned higher authorities.
To mention here, the school education department seems to be well equipped with administrative and technical staff including a big band of KAS officers sitting on the chairs of upper side of the administrative ladder. It looks as if none is interested in doing something good in favour of the Government schools meant for the education of rural people.
I would like to request the administration of the Governor of the State to kindly look into the matter and at least direct the concerned authorities of Education Department to settle the long pending pension cases of the retired school teachers and masters so that they may not suffer without any fault on their part.
