SRINAGAR, Feb 1 : Government today withdrew the re-appointment order of Director Jammu and Kashmir Entrepreneur Development Institute (JKEDI), Professor M I Parray, illegally issued last year.
The Government today withdrew his re-appointment order (Order No. 91-IND of 2018 dated 20-02-2018) of Parray as Director JKEDI that was issued last year.
The order was withdrawn for being violative of the JKEDI Organizational Structure, Strategic Plan, Service and Recruitment Rules 2013. “…(it) suffers from legal defect ab-initio, and is, hence, withdrawn,” read the order issued by Principal Secretary to the Government Industries and Commerce Department.
Parray remained Director for 15 years. He was appointed Director JKEDI on December 9, 2003. He was permanently absorbed in the JKEDI in 2005. In 2013 recruitment rules were framed by the Government of JKEDI and term of the Director JKEDI was fixed 5 years or 65 years of age whichever is earlier.
However, last year Government violated recruitment rules and re-appointed him for 5 years or till he reaches of 65 years of age. However, he was turning 65 in 2021 and was retiring in that year.
Excelsior last year had exposed two major scams in the JKEDI where defaulters of Youth Start-up Loan Scheme (YSLS) in the State were re-financed. The JKEDI illegally gave the NMDFC loans to over 70 beneficiaries since 2016 on the verbal instructions of the Director on the pretext of having defaulted due to floods or unrest in Kashmir.
The JKEDI had done over a dozen massive construction works for Rs 55 crore during last three years without any administrative approval or technical sanction, with tenders invited and Detailed Project Reports (DPRs) prepared for only a few works.
