ACB Doda books PMGSY officials for executing sub-standard works

DODA, Feb 9: Anti-Corruption Bureau (ACB) Doda has booked officials of PMGSY Division Thathri for executing sub-standard works.
The accused official are Akhter Hussain Shah, then AEE PMGSY Division Thathri Gandoh (presently posted at PMGSY Division Thathri) who is son of Gulam Ali Shah, resident of village Joura, tehsil Thathri, district Doda; Irshad Ahmed, then JE, PMGSY Gandoh (presently posted at PMGSY Division Thathri) who is son of Sher Mohd, resident of village Diggi, tehsil Bhaderwah, district Doda and Sonu Sharma, then JE, PMGSY Gandoh (presently posted at PMGSY Division Doda), who is son of Ved Raj of Chinchora, tehsil Bhaderwah, district Doda. Besides, them Sanjay C Shah, Director M/s Cube Construction Engineering Ltd B O 618 D/C Gandhi Nagar, Jammu was also booked by the ACB.
“The officials have been booked after a Joint Surprise Check (JSC) conducted into the allegations of executing sub-standard work with regard to construction of 4.5 Km of road from Barry to Gandoh sanctioned vide package No JK04-44, Block Bhalessa District Doda (Phase-V) under PMGSY Scheme,” a spokesperson of ACB said.
He said during the probe it came to fore that 90% boulders were used in the drop walls and culverts in order to earn undue pecuniary benefits. It was surfaced during the probe that construction work on 4.55 Km of road from Tendla (Jakias) to Gandoh under the package was allotted for an amount of Rs 242.42 lakh by the contract committee in favour of M/s Cube Construction Engineering Ltd B O 618 D/C Gandhi Nagar, Jammu, as per the letter of acceptance issued by the Chief Engineer, PMGSY J&K State.
During probe, test pits at certain locations in respect of four works, it was found that boulders instead of cement concrete mix was found used by the suspects in concrete work. The officials posted at PMGSY Division Thathri in sheer abuse of their official position and in connivance with the contractor have allowed use of boulders in the execution of said work, for conferring undue pecuniary benefit upon the contractor in brazen violation of bill of Quantities and Rate contract which has rendered the whole work executed sub-standard.
“A net payment of Rs 29,67,531 after deducting applicable taxes stand released for plain cement concrete work M-15(1:2 ½ :5) in favour of the contractor, which is contrary to the facts on ground and a loss to the State exchequer,” the spokesperson added.
