UDHAMPUR, Mar 17: Monthly meeting of the District Udhampur unit of All J&K Plus 2 Lecturers’ Forum, was held here today under the chairmanship of Ashok Sharma, District president of the Forum, for deliberating on the issue of Assured Career Progession (ACP).
The meet said that in the 5th and 6th Pay Commission, the running pay scale of Doctors in the Health and Medical Education Department, ISM Doctors, Veterinary Surgeons and Lectu-rers was respectively 8000-275-13500 and 9300–34800+5400 while in the 7th Pay Commission, all these four categories of officers have been placed in the same running scale of 52700-166700 (level 9). But, they added, while the Allopathic Doctors, ISM Doctors/Medical Officers and Veterinary Surgeons have been given the benefit of ACP, the lecturers have been deprived of this benefit.
The result is that the officers who have been accorded Time Bound Promotion got (15600-39100+6600 (level 11), 15600-39100 +7600 (level 12) and 37400-67000+8700 (level 13) respectively after 10, 15 and 20 yrs of their service, the lecturers continue to stagnate in the same level of 9300-34800+5400 (pre-revised) for years together, they explained and rued that despite assurances by the successive Governments to end this discrimination, nothing has been done.
Similarly the Time Bound Promotion has also been given to the Assistant Professors in the Higher Education Department and KAS Officers but denied only to the Plus 2Cadre. Consequently, the bright minds are leaving this profession for better career prospects in other Departments, the meet said.
The speakers urged the Governor to grant the benefit of Time Bound Promotion in favour of the Plus 2Cadre so that brightest minds adopt this noble profession. The members also resented the delay in issuing orders of regularization in favour of the incharge incumbents in the School Education Department and urged the Government to expedite the process of regularization.
They also criticized the functioning of the J&K Board of School Education for failing to clear the pending remuneration bills of Superintendents, Dy Superintendents and Practical Examiners of various exams. They said that in many examination centres of SSE and Hr Sec Level, Dy Superintendents have not been appointed, which shows non serious attitude of the BOSE authorities.
Among those, who addressed the meeting, included Ashok Sharma, Arunesh Kumar, Luxmi Kant, Ashwani Kumar, Pawan Kumar, Ram Murti, Parjesh Kumar, Luxmi Kant, Amrit Lal, Mohan Lal Sharma, Verinder Kumar Laira and others.
