Why should the medical facilities for industrial workers at the designated ESI dispensaries across the State be not satisfactory enough in accordance with the provisions of the ESI Act? Federation of Industries, Jammu (FoIJ) has alleged that there were not only inadequate facilities but they were poor in nature too. The Labour Department is mandated to take care of such dispensaries in holistic manner including ‘arranging’ the medical and para – medical staff.
It is strange that the crucial meetings in respect of reviewing and appraising the facilities at the ESI dispensaries are in most of cases not even attended by the officers of the Labour Department. ESI Development Committee members held an urgent meeting to discuss the situation wherein strong resentment was shown on the casual and indifferent attitude by the Labour Department resulting in protest by the members and boycott of the meeting. Shortage of Doctors and para medical staff are the two main problems which are not resolved. When the workers are contributing towards the ESI scheme from their wages, they should get the treatment as well which needs to be looked into. The ESI Act otherwise is having wide coverage to all establishments employing 20 or more people and with many benefits. Medical benefit tops all benefits which is the responsibility of the State Government to provide through ESI Scheme. The State Government needs to resolve the problem at an early date.
