No end to Kashmir issue soon: G Parthasarthy

JAMMU, Feb 22: Former diplomat G Parthasarthy today cautioned that after withdrawal of US troops from Afghanistan, Pakistan would reinstall the Taliban Government there.
Addressing a one day national seminar in remembrance of unanimous resolution of Indian Parliament adopted on February 22, 1994 on Pak occupied Jammu and Kashmir (PoJK) present status, concerns and issues organised by Jamu and Kashmir Study Centre here today, he said that GOI has to remain vigilant and top this at all costs.
He warned that in case Talibans are back to power in Afghanistan, the dreaded militant outfits Lashkar-e-Toiba (LeT) and Jesh Mohammed will establish their camps there which will be against the national interests of India and will have dangerous consequences also.
Mr Parthasarthy said that Pak Army should remain confined to western borders only. Whatever developments take place in Afghanistan are linked to India’s security, he added.
Sharing the views of other security analysts and speakers over the growing influence of China in Gilgit -Baltistan which is part of India, he said as per New York Times 11,000 to 17,000 Chinese Army is quartered in Gilgit -Baltistan. China and Pakistan are in an agreement as 4000 sq kilometers of PoK land has been gifted by Pakistan to China in lieu of construction of Karakuram Highway. Besides there are 700 projects in Gilgit-Baltistan which are funded by China and the country is not confined to Akasi Chin but has made its inroads in Gilgit -Baltistan also, he added.
Maintaining that Kashmir issue will not be settled soon, Mr Parthasarthy said that Pakistan can’t challenge India but can do a mischief.
On Kashmir issue he said India will never allow creation of the State on the basis of religion. “J&K is integral part of India and we will never allow creation of a separate nation on the basis of religion as people of different religions live in this State”. However he maintained that Kashmir problem from his point of view will not end soon and prolong for years together.
He said the people in Kashmir who talk of Azadi have built mansions in Dubai and for their information they should visit Gilgit -Baltistan to see the condition of people there.
Earlier participating in the seminar, former DGP and Director of the Centre for Security ,P C Dogra said it is the indecisiveness on the part of Indian political leadership that country has not been able to implement the Parliament resolution of 1994 by taking back PoK from Pakistan.
He said the Army is fully equipped and they are not backed by the assertive political leadership of the country. Pakistan has also developed this view that India is a soft State and it can’t do any thing so they are continuing their misadventures, he added.
Defence Analyst Prof.Alok Bansal whose book on Gilgit Baltistan was also released on the occasion said the people of Gilgit -Baltistan are facing atrocities and human rights violations through the hands of Pakistan. They have many expectations from India and look towards it with great hope for help, he added.
He said there is lot of unrest in the region as it is facing an cultural invastion and demographic threat from Pakistan as well as China.
Sajjad Hussian from Kargil while expressing concern over the plight of the people of Gilgit Baltistan who are facing atrocities and human rights violations through the hands of Pakistan said while Pak left no stone unturned in harming the people of the region Indian maintained a stoic silence over the issue. The people of the region are fighting against identification crisis as it is a lawless territory where people were given right to vote over three years back.
The third session was presided over by well known scholar Prof K N Pandita.
Among other speakers included Prof Jawahar Lal Kaul and Daya Sagar, Sham Ji a representative of PoK refugees, S Charanjit Singh Khalsa, Rajiv Chuni, Chaman Lal advocate and Yuvraj Singh they highlighted the problems of PoK refugees and alleged that in last over 60 years the Government has failed to settle them.
