Ring Road

This refers to news report ‘Srinagar Ring Road fails to take off’ (DE 4.06.2019). It is not only Srinagar Ring Road which has failed to take off , but even the work on Jammu Ring Road is also going on at snail’s pace. Authorities at the helm of affairs have not fulfilled the genuine demands of the effected families especially the farmers whose land has been or is being acquired for these projects. National Highway Authority of India (NHAI) pays compensation as per 2013 Land Acquisition law to the effected people outside J&K as this law also called Right to Fair Compensation and Transparency in Land Acquisition Rehabilitation and Resettlement Act (RFCTLARR) is not applicable in J&K. Under this act effected people or farmers get four times more compensation of land but in case of Jammu and Srinagar ring road the affected farmers are not being given even market value of the land. Under these circumstances how can affected people remain silent ? Govt wants to take their land forcibly which is not acceptable to these people. It is the right time for J&K Governor to take up the mater with Govt of India and to pass an ordinance so that J&K Land Acquisition Act of 1934 is made at par with the central law. This will pave a way for fair compensation to the effected people plus work on Ring Road projects in Srinagar and Jammu would be taken up as soon as possible.
