SRINAGAR, Feb 27: Communist Party of India-Marxist (CPI-M) State Secretary, Mohammad Yousuf Tarigami today impressed upon the State Government to introduce people friendly clauses in the draft of Police Bill-2013, proposed to be tabled during the budget session of the legislative assembly starting from tomorrow.
Addressing a press conference here, Tarigami said that the Bill in its present form is anti-people and the Government should make the necessary changes at the earliest so that the apprehensions of the people are removed.
He said the Supreme Court directives on police reforms to make it more humane and people friendly should be implemented in letter and spirit by the state government. He said the draft of the bill in its present form gives unbridled freedom to the police force.
Tarigami said that the draft of Police Bill has completely taken the authority from the civil administration to supervise and monitor the functioning of the police in a particular district. He expressed apprehensions that with these powers, the Police will act as a state within the state.
Tarigami pitched for the role of opposition in the State Security Commission (SSC) proposed to be set up under the provisions of draft of Police Bill-2013. He said the composition of the Commission at present is limited to the Government and officials from the bureaucratic circles and police adding there is no role for the opposition.
