Another JKRCEA leader, Prof. G.L Thapa said that J&K bureaucracy has targeted reservation of SCs and STs in professional institutions.
Asad Nomani, yet another JKRCEA leader alleged that employees of SCSTs are not only harassed in the matters of reservation in promotions but in their postings as well.
“Almost all the post in hilly, remote and tough areas are manned by the employees of SC and ST categories and the upper caste enjoys lucrative posts in cities only,” he claimed.
He further said that Governor’s administration must operationalise the transfer policy already framed and distribute tough postings equally amongst reserved-general categories.
Mohinder Bhagat alleged that Governments never bothered to extend Article 16 (4) A to J&K since 1995 as it was for the welfare of SC/ST communities of J&K.
“Rather under state bureaucracy tactics leaders kept mum and allowed bureaucrats to sabotage real intent of reservation for SC/ST in J&K,” he maintained demanding separate Advisor to listen the problems of SCs/STs/OBCs.
