JAMMU, Aug 8: Bari Brahmana Industries Association (BBIA) has alleged that MSME Units from Jammu region are facing harassment from the Industries Department and the Administration.
Addressing a hurriedly convened joint press conference at BBIA Bhawan on Thursday, its president Lalit Mahajan, Vijay Aggarwal, president, AOI Smaba, Ajit Bawa president, Kathua Industrial Unit Association, Tarun Singla, senior vice president and others raised serious concern towards the uncertainty prevailing in the mind of Micro and Small Scale Industrial Units of J&K due order No- 04 DI&C-J of 2019 dated by 06-08-2019 issues by Director, Industries & Commerce by the virtue of which Industries Department starts the process of suspension of EM-II of those Industrial Units who have closed down their manufacturing process or after issuance of EM Part-II.
Mahajan stated that in the said order, Director, Industries & Commerce, Jammu gave the instructions to concerned General Managers, DIC to start the proceeded against the Unit holders & if the Units fail to get non-revival of EM-II with in a period of 3 months, the process of de-registration of said unit shall be initiated.
It is pertinent to mention here that the present position of Industrial Sector is more serious due to sharp decline in the Industrial growth in the Jammu & Kashmir in post GST regime due to non- availability of Fiscal Incentives to the new units and units under substantial expansion resulting flight of capital from J&K State to other States near to the market and if such orders issued by Industries Department, then the survival of existing Industrial Units who closed down their manufacturing process due to any reason which includes non- availability of funds or non availability of orders, the de-registration of such units will attract the litigation for which the Industrial Department is wholly responsible.
They said the position is more serious that the J&K SIDCO is issuing the notices to the Unit holders for the retrieval of their un-utilization of Industrial land in spite of the fact that the land has been allotted on the basis of their Project report keeping in the mind of substantial expansion in near future and the SIDCO is collecting the lease rent since the allotment of land and it is unjustified on the part of the SIDCO and Industries Department to issue such directions without the consultation of Stake Holders.
They demanded that Govt should take some measures to provide the relief to all the Industrial units for their survival, which include free hold rights to the Industrial units, Lakhanpur Toll Tax should be continued with the exemption to Industrial sector, turnover incentives to all the Unit with suitable capping, grant of state freight subsidy up to destination for the Interstate sale.
