JAMMU, Mar 7: Minister for Consumer Affairs and Public Distribution Ch. Mohammad Ramzan today informed the House that in terms of Government Order No. 2206-GAD of 1984 dated 10.12.1984, the Deputy Commissioner, Leh and Kargil were empowered as Major Head of the Department in respect of all the departments functioning in the respective district and vested with the powers of the Director of all departments having administrative and financial powers in the district except Judiciary and police.
The Minister was replying to a calling attention notice by Nurboo Gialchan towards a matter of urgent public importance namely the situation that arisen by depriving the rights of the employees of CA&PD Department in Leh and Kargil by failing to consider their rights of promotion at the time of DPC conducted for upgrading of posts of Tehsil Supply Officer for Kashmir division and action taken by the Government.
Ch Ramzan informed the House that direct recruitment to the post of Class-IV (2550-3200 Pre-revised) and ASK (3050-4910 Pre-Revised) etc and promotion to the post of ASK (3050-4910 Pre-revised), SK (4000-6000 Pre-revised ) and TSO/Inspector (5000-8000 Pre-revised) is to be done by Ladakh Autonomous Hill Development Council (LAHDC-L/K) at their level in terms of Rule 11&12 of LAHDC, Leh (Sub-Ordinate Service Recruitment) of 1996.
The Minister further stated that promotion to the post of TSOs/Inspectors is in the competence of LAHDC and not the Directorate of CA&PD Kashmir and it is only after the seniority of TSOs/Inspectors is merged with the Divisional Seniority and further promotions to the post of Chief Inspectors are being done by the Director CA&PD Kashmir. He further said that there is no question of trampling upon the rights of the employees of the CA&PD Leh and Kargil by not promoting them at the time of up-gradation of 236 posts of TSOs/Inspectors as these posts were created by reducing the sanctioned strength of lower grade posts of Kashmir division excluding Leh and Kargil.
