JAMMU, Sept 3: A delegation of All J&K Plus 2 Lecturers’ Forum, under the leadership of State president Deepak Sharma, called on Advisor to Governor, K K Sharma and apprised him about genuine issues of Time Bound Promotion/ACP pertaining to the cadre.
Deepak Sharma briefed the Advisor that the Plus-2 Lecturers appointed in the scale of Level-9 (52700-166700) (pre-revised grade pay 5400) face a worst type of stagnation in the absence of Running Grade/Time Bound Promotion and have to serve for about 20 long years to get first promotion as Principal at Level 10A/Grade Pay 5600 with meagre enhancement of just Rs 200 in the GP, whereas their counterparts working in the same scale get three Time Bound Promotions within the time span of 17 years and are placed in Level -13/GP 8700.
He further explained that the Forum has been representing its genuine grievance since long but nothing concrete has been done to remove the anomaly. It is pertinent to mention that Assured Career Progression i.e. ACP was to be granted to all the Gazetted Cadres of the J&K including Plus-2 Lecturers as per budgetary announcement of 2018, but, to their dismay, they were again left out whereas ACP/Time Bound was sanctioned in favour of various Gazetted Cadres including KAS/KPS and Teaching faculty of Govt Engineering Colleges of J&K.
“To add to their woes, the Administrative Committee framed for making recommendations in this regard (i.e. ACP) constituted by the Governor’s Administration has remained infructuous.”, he said.
Deepak Sharma appealed the Advisor to re-look into their genuine grievance and grant sanction to Time Bound Promotion/ACP in favour of Plus-2 Lecturers for removing the age long stagnation in their career as they have high hopes from the Governor’s Administration.
K K Sharma gave a patient hearing to the delegation and said that there is logic and merit in their case and assured that same will be taken up with the concerned authorities for the redressal .
Those who formed part of the delegation, were Charan Dass, Anil Sharma , Pardeep Singh, Anwar Khan, Renu Langeh, Sanjay Kumar and Dr Rajneesh.
