JAMMU, Sept 14: The engineers, technical and clerical staff of Power Development Department today decided to launch indefinite agitation from September 17 in protest against the decision of the Government with regard to privatization of the PDD.
It was decided in a joint meeting of Union representatives from Jammu along with engineers, technical staff, clerical staff, PDL/Need based employees against the unilateral move of the Government to unbundle the department and create companies, without involving the employees who are major stake holders. Later, they also staged a brief protest.
The members raised strongly the service issues arising out of non-transparency in unbundling. The practice adopted in other States and UTs has been to present a blue print before the employees through public domain. They said the service issues of 31000 plus employees is at stake as Govt has failed to assure in terms of a detailed transition plan by publishing the same for the knowledge of the employees. Employees are apprehensive of the Governments on several issues.
They pointed out that the Government has not made public the report of the Reorganization Committee framed vide Government Order No-229 -PDD 0f 2018 dated-25-10-2018 after the agitation by employees in October 2018, which had been mandated to put up the proposal for examining the service conditions of all cadres at various levels. Before creation of the successor companies the Government should implement the report regarding reorganisation of department submitted by the said Committee. Secondly, the tender floated for creating the companies is devoid of any reference to the utilisation of any report submitted by the Reorganisation Committee framed vide Government Order No-229 -PDD 0f 2018 dated-25/10/2018.
Employees are demanding transition plan document with assured Service Guarantee , GPF, pension, family pension in case of death, death cum retirement gratuity, payment of Gratuity in one go as and when due, payment of leave salary in one go as and when due, Life insurance and Medical facilities, compassionate appointments-SRO 43, various types of leaves as per CSR Leave Rules 1979 etc. They said there is no clarity about the seniority among different cadres, promotion prospects, transfer scheme, job profiles commensurate with the designations, regularisation of employees working on Incharge basis, regularisation of daily rated and need basis workers.
Several employees leaders including MP Singh, Jaipal Sharma, Sachin, Ajaz Kazmi, Sanjeev Bali Balbir Singh, Jasbir Singh, Tarun Gupta, Akhil Sharma and others also spoke on the occasion.
