JAMMU, Sept 26: Movement for Peace, Equality and Justice (MPEJ) has expressed concern over the holding of elections to the chairperson of Block Development Council (BDC) in a hush-hush manner.
Ram Singh Chauhan and Kuldeep Kumar Rao of MPEJ said, without making suitable amendments in the amended J&K Panchayati Raj Act 1989 and without filing 50 per cent posts of Block Development Officers in J&K, these elections will serve no purpose.
In a handout Rao said that people in general had pinned high hopes with the present dispensation under the Presidents rule that history will be created in establishing true spirit of democracy in the conduct of elections to the 2nd Tier of Panchati Raj but this did not happened.
“There are 1057 Panchayats across the State having only one or two Panches or a Surpanch thus not forming the quorum on one hand and more than 50 per cent Blocks having no regular BDO on the other hand,” he further said adding that under these circumstances pushing for election to the Chairperson on party basis, tantamount to give benefit to a particular political party.
