Apropos to the news item captioned “Darbar Move TA” dated:- 15-10-2019, it reminded me of an historic fact about Darbar Move when its four slabs were converted into one slab from the rank of Chief Secretary to the Class IV employees moving with annual Darbar Move. It so happened during October, 1982 Darbar Move time when son-of-the-soil Babu Parmanand former Governor of Haryana, was the Finance and Power Minister of J&K State. On the representation of Class IV employees that the Darbar Move TA was much less for them and they have to spend some money from their pockets for making their move from Srinagar to Jammu and vice versa. Babu Ji asked for concerned file from the Chief Secretary and also asked him to discuss the matter with him. The then Chief Secretary batted for four slabs of Darbar Move TA quoting its start in the year 1872 by Maharaja Ranbir Singh and its continuation since then. On this Babu Parmanand asked, if ever a Finance Minister of the State was ever from the poor and deprived sections of the society who mostly find employment as Class IV. The, then Chief Secretary had no answer to Babu Ji strong query. So Babu Ji noted in his own hand on the file to change the existing four slabs of annual Darbar Move TA into one for all ranks. This fact may not be known to any present day employee moving in Darbar Move, so it is for their information in particular. Late Babu Parmanand with strong socialistic views needs salutation for his many historic decisions in the interest of common people.
