The provisions of the Jammu and Kashmir Reorganization Act 2019 provided for no scope for continuance of various state commissions hence winding them up was in conformity with the state of Jammu and Kashmir becoming a Union Territory. However, having said that, the fate of various cases pending disposal in these Commissions is not known, as of now. According to an estimate, nearly 4000 cases are pending in these statutory bodies.
It was, however, expected that some sort of alternate arrangement or the announcement of a suitable decision having been taken simultaneously by the Government could have paved the way for how the pending cases could be disposed of without feeling the pinch of being shifted from where they were being dealt with. However, it will be too early to cast any pessimist wrap on the issue as some reasonable time is required which must be ‘given’ to the UT administration to settle and start functioning so as to address the issue under reference. In fact, better administration, quick decisions, speedy delivery and faster movement of files and papers are hopefully on the anvil with the change which started operating from the last day of the last month of the year in Jammu and Kashmir.
