JAMMU, Nov 6: The Jammu and Kashmir Agriculture Graduate Promotee Officers Association (JKAGPOA) held the Executive Body meeting under the chairmanship of its president, Ragbir Antahal here today in which the long pending demands of the promote officers of the Department were discussed.
The meeting alleged that for last over three decades the Agriculture Department was badly treating the rule by not filling the vacancies meant for non-gazetted Agriculture Graduate VEWs/JAAs/JAEOs in Class-VII of gazette cadre @ 50% w.e.f 10-06-1988 to 27-12-2007 and @ 80% w.e.f 28-12-2007. Because of this hitch the finalization of seniority of Class-VII of gazzeted cadre is hanging in balance which has spoiled the career of thousands of aspirants, it added.
Besides ,shocking delay in filling the vacancy of non-gazetted Agriculture Graduates in Class-VII of Gazetted Cadre, the JKAPD has repeatedly appointed the Direct Recruits through Public Service Commission (PSC) with the result the strength of direct recruits appointed under 1978 and 1988 rule reached to about 635 against which only 78 non-gazetted agriculture graduates are promoted till date.
It was pin pointed in the meeting that the JKAPD for about 4.5 years delayed the necessary changes in 1978 rules required to effect 100% appointment to Class-VII of Gazetted Cadre by promoting the VEWs in compliance to the Cabinet Decision No:453 dated:30-12-1983. In the year 1988 the rule of 1978 was repealed and in violation to the Cabinet decision the share of non-gazetted graduates was reduced to 50% which was later on enhanced to 80% but JKAPD never filled till date.
It was strongly resented that JKAPD has continuously damaged the career of Promotee officers as the direct recruits appointed without filling the quota of non-gazetted Agriculture Graduates are being temporarily promoted to higher posts and legitimate rights of genuine promotee officers are in shambles.
The temporary culture in absence of seniority is going on with the conspiracy/nexus of blue eyed persons who on one hand are grabbing power and on other hand are shedding crocodile tears on stagnation to demand assured career progression to put extra burden on Govt. exchequer.
The Association has appealed the Lt. Governor of UT to intervene in the matter to rescue the Promotee Agriculture Graduate officers from the clutches of injustice.
