Srinagar, Nov 19: Thousands of employees who have been appointed under SRO-202 demanded that Government should implement the recommendations of the J&K Law Commission (JKLC) which has declared 5 year probation of the employees as unjust.
Over 10, 000 Government employees appointed since 2015 under SRO-202 of 2015 have to serve on meager salaries for the first 5 years of their service which is regarded as probation.
There are 1069 lecturers, 2200 teachers, 100 Vets, 2000 Medical Officers, including that of recently appointed 1000 such Medical Officers, and around 3000 Junior Assistants appointed under SRO-202 working in different departments across J&K.
The Law Commission headed by the Justice (Retd) M K Hanjura while coming down heavily on the probation period of five years for employees appointed under SRO-202 stated: “The probation of five years as stipulated in and under the Rules appears to be disproportionate, supernatural, plethoric and limitless when tested on the touchstone of the Office Memorandum of Department of Personnel and Training of Government of India.”
The Law Commission recommendations suggest decrease in the probation period for the employees appointed under SRO-202. The move has re-ignited lost hopes among the employees, especially scores of PhDs and Post- Doctorates who have burned mid-night oil to secure their hard-earned degrees but are working as no less than laborers in several departments for last many years.
The employees including five PhD holders- Dr Inamul Bashir, Bilal Ahmad Ahanger (both PhD in Physics), Dr Umar Bashir, Dr Umar Farooq (both PhD in Chemistry) and Dr Sameer (PhD in Functional English)- are optimistic that the recommendations will see the light of the day, helping them to lead a better life.
“We have been appointed in 2017 under the same SRO as lecturers in the Education Department, while we have burned mid-night oil in order to seek our degrees. We have been, so far, given peanuts as salary, while we are still on probation-this feeling hurts us,” Dr Inam ul Bashir, holding a PhD in Physics told Excelsior.
These youngsters, while having doctorates in their kitties are getting a basic minimum salary every month, while as working in far flung areas without any benefits. “Some of us are working in far-flung areas such as Karnah Tangdhar, leaving out other benefits; we are not even given the HRA,” said Dr Umar Bashir, holding a PhD in Chemistry.
The employees demanded that in order to provide some relief to them, the Government should consider the recommendations of Law Commission as soon as possible. “There should be no delay in the implementation of the recommendations, as it (the recommendation) has said that the SRO has the evil effect of keeping the fate of the employees in hanging,” said Dr Umar Farooq, adding that the Lt Governor, G C Murmu should take a personal interest in getting it done.
