Pointless to start ‘Back to Village’ phase-II: JKPC

Srinagar, Nov 23: J&K Panchayat Congress today expressed its deep concern over what it said the non-performance of present J&K Govt regarding the implementation of the programs promised during the first phase of ‘Back to Village’ in June this year.
The Congress said that it seems as if the program was meant to hoodwink people as no concrete steps have been taken towards the programs that were meant to be implemented since then.

“…There is no follow-up action of commitments made to the common masses; no funds have been utilized even allocated for the special scheme of back to village program. The funds allocated under 14FC, 15 FC, MG-NAREGA, SBM and PMAU are yet to be utilized,” they said during a presser.
They said that due to non-availability of internet services, scores of programs are facing hurdles in their implementation. They said that “for the implementation of MG-NREGA, SBM and PMAY there is a need of internet connectivity because all the schemes are linked with online Geo-Tagging and Wage Sheets, so anyone who is really interesting do something good for the greater good of people is unable to do so.”
The Panchayat Congress further said that no stipends have been released for the panchs and sarpanchs and Block Development Chairpersons. “Even there is no budgetary allocation of funds for the same. No functioning arrangements have been ensured for the Block Development Chairpersons”, they added.
They alleged that all the Panchayat institutions are unable to function on the ground level, the situation which should change immediately. “In such a situation, it is useless to go for another phase of the Back to Village program,” they said.
The J&K Panchayat Congress demanded that the Gram Sabha and Ward Sabha should be ensured at all the levels so that the common masses will be mobilized to participate in the grass root governance. “All the arrangements shall be made to utilize the allocated funds under different code heads; internet facilities should be provided to all the departments especially, Block Development Office,” they demanded.
