JAMMU, Nov 27: A deputation of J&K Private Schools Association (PSA) under the chairmanship of Kamal Gupta (president) today met Alok Kumar, IGP Traffic, J&K and took up the issue of NOC from Traffic Department.
Kamal Gupta apprised IGP Traffic about the problems being faced by the low budget private schools in obtaining recognition/affiliation due to non availability of NOC from Traffic Department. He said that all schools in J&K were set up and established within the frame work of rules and laws set up by the preceding Government.
“Non issuance of NOC to the schools having no school vehicle amounts to harassment, he said, adding, demanding 6 to 10 kanal land for the issuance of NOC is worrisome as majority of the schools functioning in J&K are situated mostly in hilly reaches having no road connectivity or in the densely populated areas.
General secretary of the Association Ajay Gupta briefed IGP that till now there was no problem in obtaining NOC from Traffic Department. “The sudden twist in the mind of the authorities has shaken educated self supporting big and small education volunteers,” he said and added “although with the Jammu and Kashmir Reorganization Act, all SRO’s & Acts have become in fructuous but till Government has not bothered to issue any notification. As such enforcement of new law pertaining to land for issuance of NOC traffic is illegal and unjustified”.
The IGP Traffic gave a patient hearing and suggested the delegation to approach to higher ups for the clear cut policies.
Meanwhile, representatives of J&K Private Schools Association appealed the Lieutenant Governor of J&K to take cognizance of this serious matter. They demanded immediate intervention of the LG with direction to the traffic police authority to issue NOC to schools.
