LEH, Dec, 4: District Congress Committee (DCC) Leh, today organized a peaceful public rally and “Chorhai Pe Charcha” in Leh town to demand 6th Schedule for Ladakh region. This rally started from Leh Gate to culminate at Balkhang Chowk was attended by large number people.
The rally was organized under the leadership of party president Tsering Namgyal and was attended by Rigzin Spalbar, former CEC, Tsering Samphel former MLA, Nurboo Gialson former MLC, Deldan Namgail former MLA, Dr. Ishey Namgail, president MCL, Shafi Lassu former EC, Sonam Dorjay former EC, Councillors, former Councillors, Rinchen Dolker president, District Mahilla Congress, DYC Working president Advocate Dorjay Gialson, DYC president, Mihala Youth Advocate Eashy Lamo and many other party leaders and workers.
All the Congress party leaders strongly addressed in one voice to put up the issue of 6th Schedule and demanded that the Centre Government must declare the Tribal Area of Ladakh under 6th Schedule of the Constitution. Without having Constitutional safeguard for Union Territory of Ladakh, the very identity of Ladakh including both Leh and Kargil region will be severely under threat from outsiders. National Commission for Schedule Tribe (NCST) has strongly recommended to the Ministry of Home Affairs, that Ladakh must be declared as Tribal area under 6th Schedule, as it comprises with 97 percent Tribal population.
Congress Leaders also thanked Asaduddin Owaisi MP, for raising the issue of 6th Schedule for Ladakh in the Parliament. The leaders strongly condemned Jamyang Tsering Mangyal MP Ladakh for not raising the most important issue of 6th Schedule in the recent Parliament session and requested him to take up the demand of 6th Schedule in the ongoing Parliament Session.
Congress leaders felt that without empowering the Hill councils under 6th Schedule, the Ladakh UT will be meaningless in terms of safeguarding the land rights, economic interest, job reservation of local youths, preservation of culture & language and other issues of local Interest. Therefore, it is strongly demanded that both the Hill Councils of Ladakh be provided Constitutional protection under 6th Schedule of the Indian Constitution, to fulfil the economic, educational and linguistic aspirations and preservation of land rights, socio cultural and ethnic identity of the Tribal people of Ladakh. Congress Party urged upon all the religious communities, political parties and social organizations of Ladakh to come forward and strongly demand for 6th Schedule for Ladakh.
Congress Party submitted a memorandum to the Prime Minister of India, Home Minister, Lieutenant Governor, CEC and MP Ladakh, requesting to include Ladakh under the 6th Schedule of the Constitution.
