LEH, Dec, 5: A delegation of Ladakh Buddhist Association (LBA) Youth Wing led by president, Konchok Ishey met Lt. Governor RK Mathur and Commissioner Secretary, Rigzin Samphel and submitted a memorandum to them.
The memorandum said that the Government is in the process of setting up an effective chain of administration in place in the UT Ladakh. There may be adjustments and promotions to adjust existing staff at key posts or might bring stuff on deputation from J&K UT. The 495 posts believed to be created by the Governor would be filled up and officers of Ladakh presently working in J&K State may be bought back, it demanded.
It said the process is sure to take some time but LBA requested the LG to conduct a thorough review of the service records of employees working in Ladakh and those to be brought on deputation (If any) so as to completely weed out corrupt and nonperforming employees. The review should be carried out for all employees both in letter and spirit. It said the corruption and inefficient/non performance of employees is an issue which adversely affected Ladakh’s economy and development. Such critical issues have held Ladakh’s economy back from reaching new heights. It added.
The memorandum said rampant corruption, promotions without adequate qualification and caliber, lethargic employees that are non-performers has stunted Ladakh’s development till date. The automatic promotions even without the requisite qualifications, aptitude, ability, dynamism and leadership qualities in the existing employees has been the biggest stumbling block in efficient management of resources and bringing visible changes in the lives of the people of this remote and neglected region, it added.
It said lack of accountability and periodic performance review among the employees has given rise to a mindset in the staff that no one can raise a query or terminate or suspend them once they become permanent employees the general public have to make hundreds of visits and rounds of some offices to get their legitimate works done since they are always asked to come back the next day or days. Hell will be much better than having to visit some offices but the poor public has no choice but to bear the brunt, it added. The LBA demanded that this trend must end and will be possible only if employees are made accountable and if periodic performance reviews are conducted. It demanded that the employees with corruption charges or the nonperforming ones should not be brought in UT. It may be better to ask them to opt for voluntary retirement than be a burden on the public and the Government, it added.
