JAMMU, Mar 19: A total of 72852 vacancies in gazetted, non-gazetted and Class-IV cadres have been lying in different Government Departments and 25323 of them referred to the recruiting agencies.
This information was provided by the Chief Minister in the written reply to the question of PDP MLA Abdul Rehman Veeri in the Legislative Assembly today.  Out of 72852 vacancies, 10163 are gazetted, 44991 non-gazetted and 17698 Class IV.
About the reasons behind not regularizing the services of daily wagers, casual labourers, adhoc and contractual employees having completed seven years of regular service, the Chief Minister said that Government has laid down a policy vide SRO-64/94 whereunder eligible daily rated workers are considered for regularization against the proposals received from the concerned Administrative Departments.
“As and when the proposals complete in all respects are received, these are considered for regularization”, he said, adding “in respect of casual labourers a policy is yet to be framed. For this purpose, the Government has constituted a Cabinet Sub-Committee to look into the extent/magnitude of the problem relating to the casual workers—financial, legal and administrative that may arise in the regularization of such temporary workers and work out an appropriate policy in this regard”.
For the regularization of employees appointed on contractual, adhoc and consolidated basis by various departments, an Empowered Committee has been constituted to scrutinize the cases of such employees and make necessary recommendations to the Administrative Department for the regularization of the eligible candidates in terms of J&K Civil Services (Special Provisions) Act, 2010, the Chief Minister said.
