PRCs to be digitalized: Aijazc

JAMMU, Mar 20: While the Government is contemplating to change the old system of making Permanent Resident Certificates (PRCs) and digitalise the system by taking photographs and biometrics of individuals so as to keep check on fake certificates, the Revenue Department would remove the encroachment on Kacharai land effectively.
The assurance came to the Members of the Upper House from the Minister Incharge Revenue Relief and Rehabilitation Aijaz Ahmed Khan during Question Hour today. NC Member Javed Rana raised the issue of production of fake State Subjects by the non-residents of the State and asked what action is being taken in this regard by the Government.
Mr Khan said there were no reports regarding permanent settlement of a huge population of the non-state subjects in the State. However, some non-permanent residents are reported to be temporarily residing in the State for business purpose. He also maintained that Commission set up for investigating such fake certificate cases was also doing its job.
Replying to another question of Mr Rana, the Minister said that a high level committee has been constituted under the chairmanship of Financial Commissioner Revenue to see how the PRCs format would be digitalized and record properly computerized by using advanced technology as being done in preparing ‘Adhar Cards’. The photographs will be passed and biometrics will be taken before going for preparing such certificates in future for the last many decades this old system is being adopted and it is needed to be changed now to keep check on fake certificates.
Other members namely Dr Shenaz Ganai and Sheikh Ghulam Rasool also raised supplementaries.
Replying to another question of Bashir Ahmed Magray, the Minister said in each village a piece of common land is kept for the ‘Kacharai’ (cattle grazing) purpose. It is fact that some unscrupulous elements have ached upon this land at many places. The Revenue officers are vested with the powers under Section 133 of Land Revenue Act to get the encroachment removed. He admitted that law was available but it was not implemented effectively. He assured the members to effectively remove the encroachments from where the complaints are received.
