JAMMU, Jan 1: Lieutenant Governor Girish Chandra Murmu has delegated his financial powers for incurring Contingency Expenditure and Miscellaneous Expenditure to the Administrative Depart-ments, major Heads of Departments, Class-I, II and III officers.
An order to this effect was issued today by Dr AK Mehta, Financial Commissioner, Finance Department with the order of the Lieutenant Governor.
The Lieutenant Governor has used his powers under Section 67 of Jammu and Kashmir Reorganization Act to delegate his financial powers for incurring both Contingent and Miscellaneous Expenditure, to the Administrative Department and Class-I, II and III officers to some extent.
“The financial powers delegated to the Administrative Departments and other officers are subject to the condition that all Codal formalities will be observed as per the provisions laid down in General Financial Rules read with Jammu and Kashmir Reorganization Act, 2019 and other instructions/orders/ guidelines issued by the Government of Jammu and Kashmir,” the Government order said.
For unspecified items (Recurring), the Administrative Departments will have financial powers of Rs 10 lakh per annum, major Heads of Departments Rs 5 lakh, Class-I, II and III officers Rs 30,000 per annum.
As far as unspecified items in Non Recurring category are concerned, the Administrative Departments will have powers up to Rs 5 lakh, major Head of Departments Rs 2.5 lakh and Class-I, II and III officers Rs 30,000 each.
For electricity, water charges, gas other than LPG and purchase of furniture, the major Heads of Departments, Class-I, II and III officers will have full powers within the budgetary limit subject to rules laid down in Chapter 6 of Procurement of Goods and Services in GFR 2017.
These officers will also have full powers within budgetary limits for repair of furniture, freight and demurrage, wharfage charges, hiring of office furniture, electric fans, heaters, coolers, clocks and legal charges. The legal charges will be subject to the principles and rates laid down by the Law Department.
For maintenance, upkeep and repair of vehicles, the Administrative Departments and major Heads of Departments will have full powers within budgetary limits while Class-I, II and III officers will have financial powers up to Rs 15,000 per vehicle. They will have full powers subject to fulfillment of norms for condemnation of vehicles,
On Municipal rates and taxes, the Administrative Departments, major Heads of Departments as well as Class-I, II and III officers will have full powers within budgetary limits.
For execution of repairs and day to day maintenance of Government buildings, the Administrative Departments, major Heads of Departments and Class-I officers will have full powers within budgetary limit, if the works are executed through Public Works Department. However, while exercising these powers, the provision of Rules 132 and 140 of the General Financial Rules, 2017, shall be observed.
