JAMMU, Feb 16: Kuldeep Kumar Rao member Movement for Peace, Equality & Justice, today said that the Panchayat elections of 1st Tier & 2nd tier conducted by Governor’s administration and now the announcement of conducting 3rd tier District Planning and Development Boards election implementing 73rd amendment- is a cruel joke with democracy, Panchayati Raj Act 1989 & also the innocent people of J&K.
In a statement issued here, today, he said that the power should go to people in J&K but it is not possible in this corrupt political system even in President’s rule. Rao has strongly assailed the J&K UT administration for holding election for left over vacant posts of Panches & Sarpanches on party basis where as the election of Sarpanches & Panches first tier for first phase were held on non-party basis which is a cruel joke with innocent people of J&K UT & also with Panchayat Raj Act. 1989.
He further said that the BDC 2nd Tier elections conducted by Governor’s administration without implementation of 73rd amendment is also a cruel joke with democracy, Panchayati Raj Act 1989 & also the innocent people & educated youth of Jammu & Kashmir. He said that the successive State Governments in the past reduced the Panchayati Raj Act as a toy in the hands of several political leaders who made amendments after amendments to the Panchayati Raj Act 1989 in J&K to suit their political interests without taking into account the real concept of decentralization of powers into the hands of public representatives duly elected by public in a democratic manner as envisioned by father of the nation-M.K. Gandhi.
It’s very disappointing that even in the President’s rule, the people of J&K Union Territory could not get justice in the implementation of 73rd amendment of Indian constitution & now announcement of Lt. Governor’s administration of conducting3rd Tier election implementing 73rd amendment- is a cruel joke with democracy, Panchayati Raj Act 1989 & also the innocent people of J&K”. He said that there is no end of discrimination with the people of J&K and also with the educated un-employed youth of Jammu & Kashmir even in the President’s rule and appealed the masses to read between the lines and judge for themselves as to what is being delivered on the ground & for whom.
