JAMMU, Mar 28: Several top IAS and KAS officers facing serious Vigilance cases pertaining to irregularities, misappropriation of public funds, corruption and even possessing assets disproportionate to their known sources of income are still enjoying lucrative and prized postings.
Chief Minister Omar Abdullah in a written reply to the question of Congress legislator, Ravinder Sharma in the Upper House disclosed that several top Government officers including IAS/KAS/KPS officers, Head of Departments and even the Chief Engineers are facing Vigilance cases. Some of them have been enjoying important positions of Deputy Commissioners, Additional Dy Commissioners, Assistant Commissioner Revenue, HoDs etc.
Revelations made by the Chief Minister indicated that majority of the officers facing Vigilance/ Corruption cases are from R&B, PHE, CAPD, Revenue, Health and Accounts and Treasuries Department. Omar also provided details about the present position/ posting of the officers, the nature of cases they were involved/ booked by Vigilance and the present status of the cases and the names of the officers against whom prosecution sanctions are pending.
In a lengthy 188 page reply in the Upper House, the Chief Minister disclosed that the senior officers against whom such cases were pending or facing investigation at different stages are-Vinod Koul- IAS, the then Relief Commissioner ( Migrants) Jammu and presently posted as Secretary to Govt ARI and Trainings Department, Mubarak Singh the then Commissioner JMC and presently posted as DC Samba, P K Pole-IAS, the then DC Reasi and presently posted as Director School Education Jammu, Ghulam Ahmed Khawaja- former Deputy Commissioner Baramulla, Ejaz Iqbal-IAS, the then Managing Director SFC presently posted as Commissioner Secretary Forest, Rajinder Singh the then Chief Manager SFC and Bashir Ahmed the then tehsildar Jammu.
Senior KAS officer Hemant Kumar, the then Director CAPD Jammu, presently posted as Special Secretary to Govt Higher Education and the then three Assistant Directors of CAPD Ramban Saif-ud-Din, Krishan Kumar and Zaffarullah Bhat have been booked under case FIR 10/2011 VOJ in a case pertaining to transportation of food grains/ contract scandal, causing loss to the State exchequer worth over Rs 25 lakh.
