It would like to express the menace of polythene bags in the Union Territory of Jammu-Kashmir There is an urgent need for effective implementation of polythene ban in Jammu-Kashmir especially in Doda and Kishtwar districts due to its fragile ecology .The anti-polythene campaign may have succeeded in Jammu and Srinagar cities, but has not yielded any result in towns and rural areas. The ban has met the fate of many policies which were launched with much fanfare but failed to achieve widespread success and remained confined to a specific area or time period .Execution is an important part of any policy and it is on this count that the officials have failed .After making announcement about the polythene ban the concerned authorities should have ensured its execution across the the length and breath of Union Territory of Jammu-Kashmir. There should have been a proper policy in place to enforce the ban. Usage of polythene is an offence but unless the law is implemented in letter and spirit it cannot be an effective deterrent. The Jammu-Kashmir Municipal Corporation claimed that they learnt the lesson of implementing the polythene ban effectively. But the fact remains that there is still a long way to go before claiming our places free from polythene. Last but not the least the officials can still take effective steps in uprooting the menace of polythene or special teams must be constituted to ensure implementation of the ban.Beside, people and Govt departments should act in unison to fight the menace.
