Powers of 14 Deptts devolved to PRIs: Sagar

JAMMU, Apr 1: Minister for Rural Development and Panchayati Raj, Ali Mohammad Sagar while replying to a question of Sheikh Ghulam Rasool asked by Vijay Bakaya said that after successful holding of Panchayati elections in the State, the Government has delegated powers of 14 Departments to the Panchayats.
The Minister said that in order to ensure   the devolution on ground, the Government has appointed ADDCs as nodal officers for coordinating among various departments to ensure that the functions are actually transfered to Panchayats. He said the process of devolution has started gaining ground, adding that in addition various other departments along with Rural Development and Panchayats have already allotted funds to the Panchayats for various interventions.
Mr. Sagar said that for planning and identification of beneficiaries, the plans and lists of beneficiaries are discussed in the Panchayat and placed before Panchayat Majlis. After the same is passed by the Panchayat Majlis, the Panchayat adopts the same by a resolution. He said regarding supervision and monitoring of the schemes, the Sarpanch distributes those functions among various members who report back to the Panchayat.
The Minister said that the elected members of Panchayat monitor and supervise the functioning of SSA and NRHM Centrally Sponsored Schemes. He said they will ensure full enrolment of school age children in Primary schools, vigilance on regular attendance of primary school teachers, non-teaching staff and students and reporting to the concerned authorities. He said that these members would also assist in identification of students for coverage under scholarship scheme, monitoring and supervision of mid-day meal in primary schools and oversee and report on the functioning of Village Education Committees/ School Management Committees.
Mr. Sagar said that the Health and Family Welfare Department has devolved the functions to organize school health check-up programmes, sanitation, cleaning up roads, drains and chlorination of wells/borewells, educating the community for adopting family planning methods/immunization and registration of birth and death.
