ICDS mission being rolled out: Vikar

JAMMU, Apr 1: Minister of State for Technical Education, Social Welfare, Power and Information, Vikar Rasool Wani informed the House that guidelines on the staffing pattern under ICDS  Scheme are issued by the Ministry of Women and Child Development and the recruitment rules for appointment of functionaries to these posts are framed by the State Government, adding State Government is responsible for programme implementation including recruitment of officers and staff and their service conditions under the ICDS scheme.
The Minister was replying the discussion held on the points arisen out of Starred C.Q. No 223 by Dr. Shehnaz Ganai taken up on March 4, 2013 ICDS projects in the House.
The Minister said that State Government is competent to decide the pay scale and other service conditions of ICDS functionaries borne on the cadre of the State Government as per the rules and regulations framed by the State Government under the relevant provisions of the Constitution of Jammu and Kashmir.
Mr Vikar said the department framed recruitment rules for Jammu and Kashmir Social Welfare (Gazetted) Service and Jammu and Kashmir Social Welfare (Subordinate) Services notified under SRO No 328 dated 11.9.2007.
Denying any grade anomaly in the department, the Minister pointed out that if two employees with same work are in the same department but have two separate grades it is construed to be a grade anomaly while as if two persons working in two departments with similar or separate assignments have two different grades, it is not considered as grade anomaly within the State itself and not to speak of the position obtaining inter-State or between Centre and the State, he maintained.
“Supervisors of ICDS are working in one grade. Similar is the case with ACDPOs, so there are no two grades in the department for the Supervisor or the ACDPOs, hence no grade anomaly exists.
Vikar said that ICDS scheme is managed by the Social welfare Department in the State the way other Centrally sponsored schemes like NSAP, NFBS and the Centrally sponsored flagship Schemes of State Government viz NHRM and SSA.  He said ICDS scheme is being implemented in Mission Mode from April 2013 wherein dedicated staff for it will be put in place, adding that State ICDS Mission will be rolled out in the financial year (2013-2014) on April 1, 2013 in J&K.
The Minister said the issue was agitated by the Supervisors before Hon’ble High Court under writ petition No. 1324 of 2009 but Court has not issued any specific directions regarding the scale of pay to be provided to various ICDS functionaries.
