Navin issues directives to streamline functioning of Agri, Horti, AH Deptts

JAMMU, Apr 1: Navin K Choudhary after taking over the new assignment as Principal Secretary to Government, Agriculture, Horticulture, Animal & Sheep Husbandry, issued a series of orders to streamline the functioning of these departments.
Choudhary stressed upon all HoDs to immediately implement Bio-metric attendance in their departments and reviewed the same on daily basis. He also directed them to review all recruitment rules and submit the required revision by May 15, 2020.
The Principal Secretary further directed the HoDs to review administrative hierarchy and proposal for restructuring in terms of abolition of redundant posts as well as creation of new ones as per the emerging requirements by May 15, 2020.
He also ordered to take up the matter of immediate filling up of vacancies at various levels with the concerned authorities after review of recruitment rules and administrative hierarchy. The officer also directed to reconstitute DPCs to carryout pending promotions at various levels by June 30, 2020.
Navin Choudhary also directed HoDs to carryout administrative inspection of all offices under their jurisdiction by May 31, give appropriate reply to the RTI applicants within prescribed time, upgrade websites of their respective departments and prepare a list of departmental proceedings pending against their staff at various levels and also take them to logical conclusion by May 31, 2020.
They were also asked to write APRs of their subordinate in a prescribed time as it derails and delays their promotion to the next level. Further, they were directed to find a day or two every week for visiting the field offices in your respective jurisdiction. He also directed them to review all procedures and rules regarding service delivery by their department and lookout for removing unnecessary steps for improving public service delivery.
The Principal Secretary while stressing for ‘Integrated Farming’ suggested them to form a common forum to formulate an integrated strategy and monitoring implementation of the same thereafter. He also urged Vice Chancellors of two Agriculture Universities as well as their faculty members to closely involve themselves with this.
Stating that 50% of the revenue and capital budget have been released, he directed the HoDs to allocate the budget available scheme-wise and upload the same on BEAMS immediately.
