JAMMU, Apr 10: Coronavirus pandemic and ongoing lockdown which is likely to be extended have cast their shadow on centuries-old bi-annual exercise of Darbar Move with Government deciding to keep the Civil Secretariat functional at both the capital cities of Jammu and Srinagar at least till June 15 when the decision will be reviewed and further decision taken.
An order on the restricted Darbar Move to Srinagar this year was issued by the Union Territory Government today.
As per the General Administration Department (GAD) order, the Civil Secretariat officers will formally open at Srinagar on May 4.
“The Civil Secretariat at Jammu will continue to remain functional and the Move employees will work on “as is where is” basis i.e. Kashmir based staff will work from Srinagar and Jammu based staff from Jammu,’’ the Government order said, adding that the Move offices outside the Civil Secretariat will also remain functional at both the places i.e. Jammu and Srinagar.
The Government has directed the Administrative Secretaries to make arrangement to ensure functioning of their respective Departments, both at Srinagar and Jammu. Similar arrangements shall be put in place by the Heads of the Departments observing Darbar Move.
The new arrangements of the Civil Secretariat functioning at both Jammu and Srinagar on “as is where is’’ basis will continue at least till June 15 and further decision will be taken after assessing extent and spread of COVID-19 situation.
“The Darbar Move employees of Kashmir division who have to move to Srinagar on April 25 or 26 will be provided transport facility by Jammu and Kashmir State Road Transport Corporation (JKSRTC). The employees will provide their particulars to the General Administration Department for issuance of appropriate passes, if required, for movement on National Highway,’’ according to the GAD order.
It said the Civil Secretariat will have working hours from 9.30 am to 5.30 pm in Jammu and Srinagar while all Heads of the Departments located outside the Civil Secretariat and observing six days a week will work from 10 am to 4.30 pm.
“The Civil Secretariat Treasury and Jammu and Kashmir Bank Moving Branch and the dispensary of the Civil Secretariat will remain functional at both the places in Jammu and Srinagar. The Finance and Health and Medical Education Departments will put suitable mechanism in place for the purpose,’’ the GAD order said.
It added that the Estates Department will provide accommodation to the officers/officials as per the requirement.
“The Move employees will be entitled for use of Ration Card at one place i.e. either at Jammu or in Srinagar only as per their convenience, for which the Department of Food, Civil Supplies and Consumer Affairs will facilitate surrender/reissue of the Ration Cards,’’ the Government order said.
It added that the Srinagar Municipal Corporation will carry out extensive sanitation and fumigation drives in the Civil Secretariat, other Move offices and residential colonies along with the hotels in which accommodation is provided to the employees, before the opening of offices at Srinagar on May 4.
The Government has asked the Director Estates to provide list of the residential colonies/hotels to the Commissioner, Srinagar Municipal Corporation for the purpose.
