LUCKNOW, Apr 15: Chief Minister of Uttar Pradesh Yogi Adityanath has instructed to strictly follow guidelines issued by the Central Government during second phase of lockdown.
Taking cognizance of Moradabad incident where some people attacked the medical team, the Chief Minister has ordered to file a case under NSA against the accused persons. Yogi has appealed to the people to strictly and seriously follow the lockdown.
It is worth to be mentioned that the ‘UP Model’ of the Yogi Government received an all-round appreciation as an effective mechanism to deal with the situation arising out of COVID-19 scare, taking care of prevention, treatment and financial issues of people at large. Prime Minister Narendra Modi, at a national-level review meeting on Saturday, not only complimented the efforts of Uttar Pradesh Government led by Chief Minister Yogi Adityanath in dealing with the situation but expected other States to follow the same strategy to contain the deadly menace.
In a holistic approach, the UP Model comprised of the identification of hotspots, a novel initiative in its own right, nursing the needs of the persons in the lockdown and looking after the financial needs of the deprived, poor and helpless who are embroiled in such precarious situation. Uttar Pradesh was the first among all the states of the country to have identified hotspots even as the lockdown continued in the entire State. The places with more than six Coronavirus cases in the cluster are identified as the ‘hotspots’ and are totally sealed and cut-off from the rest of the state. Here comes the emphatic face of the government when all the needs of the person living in hotspot areas are catered by the state machinery from supply of essential commodities to all corona related health issues.
In fact, no one except medical, sanitation door-step supply teams are allowed in the area insulating it from the rest of the state in the larger interest of the people. The door-step facility is yet another aspect which has been evolved by UP government to make available all the logistics support a populace requires at any given point. It was during the lock down period when in the first phase, UP government identified 125 hotspots spread over 89 police station areas of 15 districts- namely Lucknow, Gautambudh Nagar, Saharanpur, Meerut, Maharajganj, Sitapur, Kanpur, Varanasi, Bulandshahr, Basti, Shamli, Ghaziabad, Sonbhadra, Firozabad and Bareilly.
It was before March 25, 2020 when a national lockout was announced, the UP government had already declared lockout on March 23, fully realizing the ground situation. The largest State in terms of population, the State Government, in addition to adequate health measures showed empathy towards the financially weaker section and followed the age-old principle of Antyodaya.
The State Government became pro-active since last week of January when first case of Corona was reported in the world. Immediately, the training schedule of medical, nursing and other medical staff was organised in view of corona. On February one, the State of UP had one lab for testing the samples and now the facility was augmented by nine labs while five other coming up. Faculties were created and out of the 50 units of PPE/Mask production units in the state, 48 are already functioning to their capacity. The remaining two will be made Functional in the coming days. The State is going to provide necessary sanctions, along with alcohol allocation from the Excise Department, to 40 new units of sanitizer production, following which 99 such production units will be functional across the state.
The State Government did not lag behind in the production of N95 masks, three layer masks and ventilators. Maruti Suzuki Company was roped in for a joint venture to produce ten thousand ventilators. Coming to hotspot areas and the facilities, the state government made massive arrangements which included 509 milk vans being plied as doorstep facility while 978 vans are engaged for supply of fruits and vegetables. As many as 1211 individuals and 902 provisional stores are also functional for supply of essential commodities for the persons in hotspot areas along with 108 community kitchens.
