Implementation of Public Service Guarantee Act exposed

JAMMU, Apr 6: The implementation of Public Service Guarantee Act in the State was exposed after the Government admitted that out of 206 default cases, the officers were penalized for mere two cases.
The issue was raised in the Upper House by the NC Legislator Vijay Bakaya during Question Hour. Minister for Finance Abdul Rahim Rather was replying on behalf of Chief Minister Omar Abdullah.
Mr Rather claimed that Public Service Guarantee Act is a pioneering step towards expediting the delivery of services to the people of the State and to fight the menace of corruption. He disclosed that 16,36,040 applications have been received by the departments under the Act till ending January this year.
While responding to another question regarding exceeding time prescribed for delivery of service Mr Rather said a few departments have reported pendencies of a certain number of applications beyond the stipulated time on account of various reasons. In some cases the documents/ formalities remained incomplete. He said in CAPD 3090 applications are pending, out of which 3023 pertained to issuance of ration cards. 76 applications are pending for want of necessary documents.
Mr Rather said in Housing and Urban Development Department, the officers have provided the services beyond the stipulated time in 194 cases and 1570 cases are still pending beyond the specified time. In Revenue Department 12 such cases exceeded time limit. In two cases penalties have been imposed on the officers.
Mr Rather said initially 12 departments and 69 services were brought under the ambit of the Act in 2011 and now its domain is being extended. The aggrieved people can file appeal before the appellate authority and even after second appeal no action is taken, they can move to the higher level.
