JAMMU, May 19: Jammu Kashmir Electrical Engineering Graduates Association (JKEEGA) has expressed deep concerns over the non-filling of vacant posts lying in different Power Corporations of the PDD.
In an executive body meeting of JKEEGA, held today under the presidentship of Er Harvrinder Singh, the Association drew attention towards acute shortage of manpower in the department which was already struggling through the transition stage. The reports of the committees framed by the Government and consultants hired by the Government at the time of unbundling are being ignored and no recommendations have yet been implemented on ground, the meet observed .
“At-present, nearly 5 posts of Chief Engineers, 13 posts of Superintending Engineers, 34 posts of Executive Engineers, 53 posts of Assistant Executive Engineers and 113 posts of Assistant Engineers are lying vacant in the PDD. Thus total of nearly 200 plus posts at various levels/ranks are lying vacant at officers’ level and making it to nearly 15-20 percent of existing cadre strength from among total degree holders’ quota is lying vacant. This percentage is huge one as it is not only hampering the efficiency of the department but is also jeopardizing the careers of young engineering graduates who are awaiting promotions,” said the JKEEGA members.
They further said that these posts if kept vacant for few more months, will have larger impact on the services of the existing engineers. “As an example , if mere one post of Chief Engineer is kept vacant, it not only seizes the opportunity of one senior most Superintending Engineer but it also snatches the opportunity followed downwards of one Executive Engineer, one Asst Executive Engineer, one Assistant Engineer and ultimately one Junior Engineer. Most importantly, it impacts on the services of those engineers who got superannuated in this period where exists vacancy do exists but delay in filling of such vacant posts deprives him/her permanently from acquiring that posts,” they7 explained.
President JKEEGA also drew attention towards the hardships being faced by the most of the employees while performing their day to day duties. “The department infrastructure has increased to manifolds from last few decades but there is no major re-organization except the creation of new corporations without additional manpower to handle this ever-growing power network of the UT,” he said and appealed Lieutenant Governor and the Chief Secretary of J&K to intervene into the matter for streamlining the system.
