Aptly, it is said, “transparency is the risk, authenticity the currency and trust is the reward.” If anything most relevant about recruitment in Government jobs in Jammu and Kashmir has been found in little measure, it has been fair amount of transparency. We are afraid, had this fact not been known to all and sundry, an announcement about simplification about recruitment procedures and maintaining transparency to ensure “faster and flawless” recruitments would have not been very rightly emphasised on by Lieutenant Governor Girish Chandra Murmu. It could have been an announcement in ordinary course of business. However, at the outset, the decision about notifying of 10000 posts in Health and Medical Education Department, at least two thousand Panchayat Accounts Assistants and in addition, focus on recruitment in class 4th and 3rd vacancies by the UT Government is commendable and a right step taken at a more appropriate time when scramble for more jobs amidst the scenario of an uncertainty about pursuing the problem to its some measure of resolution , otherwise is looking to be an uphill task. This is so due to loss of more than two months of brimming economic activities and disruption of normal routine equations bringing in wake,more pressures of expending money by the Government than earning by it due to Coronavirus pandemic.
The other side of the story is twice making of announcements about creating and filling 50000 posts in Government Departments by the UT Government which had generated a hope in the aspirants and towards that end, recruiting ten thousand plus unemployed should establish due credentials about Government’s decision of making faster recruitments. The process of recruitment regarding most of the posts shall start from June itself which is indicative of sending due message by the Government that it accorded priority to the issue of unemployment in the Union Territory. That the process should not be time consuming in respect of the candidates fulfilling all paper works in respect of production of a Domicile Certificate (DC) etc prior to being considered for appointment, the Government has decided that recruitment and filling of posts shall precede production of the DC which should really provide relief to the aspirant candidates.
On the face of it, the prospective exercise looks to be of its first kind where besides merit, consideration for recruitment to class 4th posts is to be given covering such segments of the society like widows, destitute(s), divorced women, single mothers and candidates of those families from where there is no family member, i.e. parents or siblings in Government jobs. In addition to it, due representation to candidates hailing from remote districts as proposed in the said exercise, would bring in a sense of parity and partaking of benefits by candidates of such far flung areas of the employment drive. Consideration for district cadre posts vis-a-viscandidates from other districts not taking away these posts would result in better performance and showing of good results . So is the case with posts of divisional levels but those posts of UT level, it is proposed to be filled by free, fair and open competition. We know that there is already a committee constituted for the purpose known as Accelerated Recruitment Committee which must be all poised to start the process from the next month.
We all know the mess created on account of faulty recruitment policy in the past many years by engaging people on daily wages basis and on contract basis who, despite completing a good number of years in ‘service’ in various departments, are not regularised or made permanent. It is again a good initiative to accord some weight-age to such segments of people in the recruitment process. We hope the process of compilation of necessary particulars and data about vacancies in various departments must have already been over which could now be followed by advertisements and notifications so as to start the recruitments process in right earnest.
