MS SDH Bijbehara attached

Srinagar, June 20: For alleged dereliction of duty, the Director of Health Services, Kashmir today attached Medical Superintendent (MS) of Sub District Hospital (SDH), Bijbehara.
The official, Dr Shaukat Hussain Parray, was earlier criticized for alleged negligence in dealing with the COVID-19 cases, particularly a case of a pregnant woman, following which a committee was formed to ascertain the facts.
The move has come post the committee inquiring the allegation submitted its interim report to the Directorate. Soon after that, attachment order was issued against the Administrator of the hospital.
The pregnant woman after testing negative for COVID-19 earlier at the hospital at the time of admission tested positive in 2 consecutive samples that were taken.
“In view of the report submitted by the enquiry committee which was constituted by this office, Dr Shaukat Hussain Parray I/C Medical Superintendent SDH Bijbehara is hereby attached with the office of CMO Anantnag with immediate effect till further orders,” an order issued by DHSK read.
It was reported that on May 28 last month, a pregnant woman from Shamsipora village of Mattan was admitted to the Emergency and Trauma Care Hospital, Bijbehara which is a designated COVID-19 hospital.
When she was nearing the date of delivery on June 7, she was declared as COVID-19 negative and was subsequently shifted to SDH Bijbehara where she was admitted.
A few days later, the patient was operated upon and delivered a baby girl. She remained at the hospital for a few more days before she was discharged.
After that, some discrepancies in the collection of swab samples came to the fore. Her swab sample was taken second time, however, before the report came, the patient was discharged and allowed to go home. Her second sample was declared COVID-19 positive.
As she was allowed to go home, there she came in contact with people. Then, for the third time, her sample was taken, it again turned out to be COVID-19 positive. After this, an inquiry team was framed based on which the MS was suspended on Saturday.
Dr Iqbal Bichoo, BMO Bijbehara, has been asked to look after the work of Medical Superintendent SDH Bijbehara in addition to his own duties till further orders.
