A passionate plea to Commissioner Education

Sir,
As a step to streamline the working of Education Department and bring transparency and fairness in departmental promotions and recruitment, the Minister of Education, and Commissioner/Secretary Department of Education ordered verification of degrees obtained by candidates from different universities and the teacher community already in service. The process started almost more than six months ago. The verification process of all subjects was completed by the Directorate of Education, Srinagar and the final lists were submitted to the Commissioner’s office for further necessary action.
But one fails to understand why Director of Jammu has not submitted the same lists to the Department so far. The verification process is so slow here that one does not know when it will be completed.
This verification process has stalled the promotions in the Education Department. Whenever the concerned authorities in the secretariat are asked about delay in promotion, they take recourse to incomplete verification process. The say whenever they  will get the lists, from the concerned  directorate, they will start the promotion process. Thus one leaves, the office crestfallen and disappointed.
It is learnt that the Directorate of Jammu does not have sufficient manpower to expedite the process, and that is why there is delay. Whatever is the reason, the Commissioner/Secretary is requested to seek the cause of delay, and the verified lists from the Jammu Directorate  at the earliest in the interest of would-be-promotee lecturers, and the Education Department.
It may not be out of context to mention here that many schools in the State suffer due to paucity of subject lecturers, particularly in rural  areas of the State. Once again the Commissioner/Secretary is requested to look into the matter, as  frustration is brewing up among the teachers waiting endlessly for promotions that too at the fag end of their careers.
