Accountability of Judiciary

Sir,
This has reference to the news item “CJ issues series of directions to streamline the working of Courts” DE 11, 2015. Of late, the Hon’ble Chief Justice of J&K has fully understood the working of the various courts in J&K that he had to  issue necessary instructions to his Sub-ordinate courts in writing about the disposal of the pending cases. One must agree that it takes years together for settling the cases in the court for reasons which have not been established till date.
Therefore, we must all welcome and appreciate the gesture of the Hon’ble Chief Justice as it seems he really means business. Thus after a long time the Judicial Officers/ Judges have also become accountable to someone. It is now felt  that concerned would list the pending cases serial wise and dispose them speedily instead of prolonging the same. Henceforth, the poor litigants who approach the Hon’ble Court for justice will not now be exploited by their councils who really fleece them under the garb of getting their cases listed on priority. It has been seen that there is no proper procedure in the Hon’ble High Court for listing of cases and there are instances/grievances from the litigants that their cases have  not been listed for the last few years. What to speak of their disposal or decision. Why can’t we make the status of each case digital by putting the same online, so that the monopoly of “Babus” is done awaywith to some extent and cases would be listed automatically according to their turns or year of litigation. Moreover, some preference should be given to the pending cases of senior citizens above the age of sixty years so that their cases are settled during their lifetime only. This will not only make the working of courts more transparent but the common man would feel more secure and the purpose of going to the courts for justice is not defeated at all. At the same time, the office of the Hon’ble Chief Justice has to monitor as to whether his instructions are complied with in letter and spirit.
