Accounts employees discuss demands

JAMMU, Oct 25: J&K Accounts Employees Association, Jammu province in a meeting here, today discussed various issues being faced by the cadre.
The meeting was held under the chairmanship of Kamal Singh Pathania, president of the Association.
It demanded fixation of seniority at the level of junior scale accounts officers1:1 against each category and non implementation of SRO 210 dated October 5, 1994.
It said that the notification has been issued vide SRO -83 dated April 4, 1995 wherein it is clearly mentioned the rule and position. It said in rule after the words and figures “exceed 50 per cent” the words in each category should be always deemed to have been added.
The Association further demanded creation of posts in various departments, extension of recommendations of 6th Pay Commission in respect of J&K Accounts Subordinate Service-Class -I , grant of Selection Scale to the Accounts Officers as per SRO i .e 50 percent of existing strength, declaration of accounts services as technical, restoration of essence of transfer policy and its implementation from top to bottom, induction of subordinate accounts services personnel in other services i.e GAD and other departments, upgradation of assistant programmer and data entry operator who have opted to remain in Accounts and Treasuries Organisation, conducting of refresher courses in Accountancy Training School at regular intervals and up gradation of accounts manual and books on annual basis, formulation of recruitment policy, rules of cashier and employees of the corporation working in Accounts and Treasuries Organisation, conducting of examination of ACC, SAC Part and SAC Party 11 regularly and granting of minimum pay to the newly appointed apprentice.
The Association also expressed concern over issuance of transfer orders by the authorities without following transfer norms in which pick and choose method was adopted. It alleged the officials who are posted at far flung areas and have completed their tenure at these places have not been shifted.
