Accounts employees resent Govt move of reducing cadre strength

JAMMU, July 27: J&K Accounts Employees Association has threatened stir against the Government move to reduce their cadre strength and financial power vested to them.
A unanimous decision in this regard was taken during an emergency meeting of the Jammu Association, Jammu province, under the chairmanship of its president Kamal Singh Pathania to discuss point wise issues regarding SAC decision number 182/18/2019, dated 08-07-2019.
“If the Government takes any hasty decision to reduce the cadre strength and also the financial powers, then there remains no option except to knock the door of the court of law and call for strike in due course of time,” the meet resolved.
The SAC decision relates to transfer of the cadre control from J&K Economic (Gazetted) Services & Subordinate Services from Planning Development and Monitoring Department to Finance department, allocation of functions between the Finance Department & Planning , D&M Deptt, retaining two divisions of the existing set-up in the Planning, D&M Deptt and the officers of the J&K E&S (Gazetted/Subordinate) services shall be deemed to be on deputation from the Finance Department, restructuring of the combined Finance and Planning functions within the Finance Division by the Finance Department in a phased manner and completion of the entire exercise by August 15, 2019.
The Association pointed out that the Accounts and Treasury Department personnel are selected on the basis of written test by the SSB and then go for training for the period of one year after which they have to appear in the ACC, SAC Part-I and SAC Part-II examination through PSC for completing their service period in the particular stage of exam and promoted accordingly up to the post of AAO.
“However, the Planning Deptt does not deal with CSR, Financial Code and other subjects. Then how the Planning Department person be compared with the Accounts personnel whereas the duty and functions of the latter are quite different from the former?” the Association asked.
