Accounts Officers Association’s concern over prevailing adhocism

JAMMU, Sept 3: J&K Accounts Employees Association has expressed its grave concern over the prevailing adhocism in the department which has effected its functioning badly.
The Union in a meting here, today held under the leadership of its president Jasbir Singh Charak said that Director General Accounts and Treasuries and Deputy Director Central are holding the twin posts as per interim arrangement which has severely effected the smooth functioning of the organization.
The Association also expressed its deep anguish over delay in regularization of the incharge, Chief Accounts Officers, accounts officers and assistant accounts officers despite lapse of considerable time.
Besides, promotion orders in favour of those accounts personnel who have passed their mandatory examination have not been issued by the authorities at the helm of affairs despite the fact that the sufficient posts are available. The career of  subordinate accounts personnel has come to a standstill due to inordinate delay, it added.
The Association urged the members of the accounts service to prepare themselves for launching a forceful protest to achieve their goals as the authorities seem to be reluctant to move the files for the reasons best known to them.
The Association decided to submit fresh memorandum of demands to the Finance Minister through Director Accounts & Treasuries, Jammu during this week and appealed the cadre members to ensure a sizeable gathering on the occasion.
The Association is demanding strict implementation of SRO 210 at each level of the gazetted service, fixation of seniority in the ration of 1:1, formulation of service rules of computer operators and creation of posts of record keeper in each district treasury, construction of treasury buildings and equipping with modern infrastructure, holding of DPC at regular intervals, creation of posts of accounts officers in degree colleges, Revenue, Forest, Police Department, Completion of Finance complex at Muthi, conducting of refresher courses for in –service personnel, updation of accounts books and manual, restoration of essence of transfer policy by checking its further erosion.
