ACD, DO JAKEDA in dock; DDC seeks explanation

JAMMU, July 8: District Development Commissioner Kishtwar today issued notices to Assistant Commissioner Development and District Officer JAKEDA in the much publicized irregularities in the distribution of solar lights, which led to law and order problem for two consecutive days.
“Assistant Commissioner Development had furnished the list of beneficiaries for distribution of solar lights by the JAKEDA and the same was forwarded to the District Officer JAKEDA with clear direction to ensure transparent distribution of solar lights issued by the Ministry of New and Renewable Energy”, reads the notice issued by the DDC.
Stating that there have been many complaints about irregularities and biased lists prepared by the Rural Development Department, the DDC said, “one of the instance is with regard to the list prepared for Lower Chatroo C Panchayat Inderwal Constituency where even school going children have been included in the list of solar light beneficiaries and the concerned Sarpanch has included many of his family members also”.
The Assistant Commissioner Development has been directed by the DDC to explain as why the incorrect lists have been prepared and submitted to DDC office without any verification which is leading to serious law and order problems in the district in general and Chatroo area in particular.
Similarly, the DDC said that the District Officer JAKEDA resorted to distribution of solar lights by ignoring the committee which was constituted to monitor the entire exercise.
In order to pin point the responsibility in the instant case, the Tehsildar  Chatroo and SHO Chatroo will jointly conduct an enquiry and in case any irregularity is found in preparation of lists, a case will be registered against the culprits responsible for preparation of biased lists.
The DDC has directed the District Officer JAKEDA to explain the reasons of ignoring the committee and distributing the solar lights in contradiction to the order issued by his office. He has also been directed to immediately recover the distributed solar lights failing which a case will be registered against him for negligence and failure.
