Action against Corruption, A ray of Hope amidst unrest in J&K

Jammu and Kashmir Public Service Commission, Health Insurance, shady Infra deals, backdoor appointments are just the tip of ice berg of corruption in J & K State. Favoritism and corruption act in a wedlock in recruitments and selections by soi disant independent Institutions. Corruption is moral deterioration, perversion or destruction of integrity, however, goes flourishing in this State.
Slowly but surely, may be lately; we are seeing action against corruption in the last few weeks.
Corruption is one of the biggest threats in the world. Unfortunately this threat is found in every country. This global issue establishes bad governance, stops development and undermines the law. The country with strong legal framework and effective anti-corruption laws helps governments to maintain a much clean system within their administration and public sector.
Denmark is the least corrupt country in the world with a CPI score of 92. The administrative corruption, business corruption and other form of corruption are very rare in Denmark. Independent judiciary, civil activism and transparent mechanism are the factors that make this country great place to live in.
Two vital points emerge from above. First one is strong legal frame work and secondly, effective implementation of anti corruption laws. So effectiveness in implementation of corruption laws is the modus operandi for preventing corruption. Now, adverting back to our State, they create of Institution after another for preventing corruption and prosecuting corrupt and take it as sufficient discharge of their obligations. If this was enough, why corruption is flourishing! The accused simply walk away every day with acquittals mocking at the working of these institutions and laws. ‘Dead woods’ had a last laugh. After these huge setbacks, has the State or its agencies ever tried to look into and learn what prosecutor wants? What a Judge requires for conviction? If so, can they assure for success in future? My answer is big no.
I may tell you, corruption and favoritism are major cause of unrest amongst youth in this State. Make fair selections, recruitments and the administration clean, unrest is sure to come down. Since botched up elections of 1984, youth of the State for the first time see a ray of hope through recent action against corruption. For the sake arresting further deterioration, let the merit find back its lost place. This may also be an effective way of ‘reaching them’ with the hope of “peace in return’.
Investigators and prosecutors flaunt of their ‘perfect work’ in tandem and put burden on court’s inability to appreciate their ‘good work”. And when the courts point out deficiencies leading to acquittals, hardly any lessons are learnt to actually improve. Most of the Enquiries and committees continue and end up in oblivion.
Recently, on 21 August 2018, Hon’ble Supreme Court of India in Suresh and another Versus State of Haryana observed that acquittal in a criminal case has to be taken with seriousness by the investigating and prosecuting authorities. Apex court also pointed out lack of disciplined investigation and prosecution.
Look at the plight of youth with merit! No money, no sefarish and so no job. I may tell you, corruption and favoritism are major cause of unrest amongst youth in the State. Living in denial mode or just talking of this Frankenstein’s monster will be unwise thing to continue. It has already devoured cherished values of society making this State hell of a Heaven
They need to act fast and decisively to prevent further ‘Bozo explosions’.
