Sir,
This refers to your editorial “Additional Deputy Commissioners” (DE March 13th).There was a time when J&K State had mere one post of Additional Deputy Commissioner (ADC) outside the district headquarters at Ramban which was part of erstwhile Doda district until 2007. After creation of new administrative units during last several years we have Additional DCs, SDMs posted after every 20 kms and this as per my personal opinion has made these institutions ineffective. The post of Deputy Commissioner (DC), Additional DC, Sub Divisional Magistrate (SDM) and Tehsildar was considered to be of high esteem honour and respect, but after Government created new administrative units in every village and mohalla, these officers are taken for granted and seem to be ineffective due to local political interference. Irony is that we have a tehsil headquarter after every 2 to 3 kms in Kashmir valley and same is the case with Jammu. BDOs look after few dozen panchayat halqas now, Naib Tehsildars have jurisdiction over handful of revenue villages. Hope no more districts and sub divisions are created by Government, instead more schools, colleges and health centers should be established.
Yours etc…
